Competence Assessments of Foster Carers

It is commonly recognised that in general the fostering task has become increasingly complex and in many respects more difficult over the last few decades.

The legal basis for fostering in the 1990s was established by the Children Act 1989 in England and Wales, the Children (Scotland) Act 1995 and the Children (Northern Ireland) Order 1995. These statutes introduced new principles and terminology. The child’s welfare was reinforced as the primary consideration in decision-making.

The nature, quality and outcomes of foster placements depend on the kinds of families who put themselves forward and are accepted, following a thorough assessment process.
